Lilburn CID Appoints Tad Leithead as New Executive Director

Lilburn, GA – June 27, 2019

Lilburn Community Improvement District (LCID), a self-taxing organization comprised of business owners who use additional property taxes to enhance economic development by contributing to infrastructure and security improvements in the Lilburn area, has appointed Tad Leithead as its new executive director.

Leithead joins LCID after having been board chair and then executive director of the Cumberland CID, the oldest and largest CID in Georgia. Leithead’s experience in governmental, development and transportation relations through his consulting firm, Urban One Associates, led him to work with Midtown Alliance, Perimeter, Gwinnett and Cobb Counties to help form other CIDs.

In addition to these organizations, the work Leithead did with the Atlanta Regional Commission and his commercial real estate experience with Cousins Properties and Childress Klein Properties made him the ideal candidate to succeed Emory Morsberger, who is leaving LCID on June 30 and has become the executive director of Gateway85 CID.

Morsberger was instrumental in forming the Gateway85 CID (formerly Gwinnett Village CID) in 2005, where he also has served on the Gateway85 board of directors and was announced as the new executive director on April 1, 2019. Accepting the position at Gateway85 was contingent upon Morsberger resigning from LCID. With the added resources of a CID five times larger, he intends to extend his accomplishments at Gateway85 to benefit LCID as well.

“I could not be leaving the CID in better hands than with Tad Leithead,” said Emory Morsberger. “We have known each other for years and I have the utmost confidence that he will continue the incredible work LCID has accomplished thus far.”

“The fact that I was selected as the new executive director for Lilburn CID means a great deal to me,” noted Leithead. “A chance to grow this CID will be both exciting and a great challenge. I look forward continuing in Emory’s footsteps in leading the CID into the future.”

The transition of LCID’s new leadership will become official on July 1, 2019.
